For most running groups (each does have its own set of rules and norms), you bring what you need and you’re not expected to share. If I were with someone having an off-day and struggling, I would probably offer anything I could. But if you take out a chew on a regular run and the guy next to you asks for one, I think it’s perfectly acceptable to agree to or decline his request.
If you need to decline, simply say, “Sorry, I don’t have enough to share today.” It’s not rude to refuse—it just depends on your nature and how much you have to share (if any). As to whether it’s rude to ask for fuel yourself, again I defer to the group’s norms. If it’s common practice to ask and to offer, great, do it. But if asking for an extra is rare, I suggest waiting for the person who has it to offer.
